Flag 1 must be equaled to 1 in order for this table code to be enabled
Value = specify the field on PO approval screen that can cause the action
Description 2 = the value to look for in the specified field
Description 3 = the message to display when the value is found in the specified field
Description 4 = a picture to display when the value is found in the specified field
